Preheat oven to 350° F (175°C) and line a 9x13 inch baking pan with parchment paper. Set aside.
Shortbread crust: Place flour, sugar, salt, and butter in a food processor and pulse for about 10 times until coarse structure. Transfer crumbs to the prepared baking pan and press with your fingers into the pan evenly. Bake for about 18-20 minutes until golden brown. Then remove from oven and let cool until you are finished with the orange curd filling. Don't turn off the oven.
Orange curd: Meanwhile beat eggs, orange zest, and sugar in a large mixing bowl with a handheld or stand mixer fitted with a paddle attachment until sugar is completely dissolved. Add flour and mix just until incorporated. Slowly add orange juice and mix on low speed just until combined. Pour onto crust. Bake for about 30-35 minutes until filling is set. Cover with parchment paper for the first 20 minutes to prevent browning too much.
Let cool completely then transfer to the fridge. Before serving, sprinkle with sifted powdered sugar and orange zest. The Orange Curd Bars will stay fresh in an airtight container in the refrigerator up to 3 days.
